How to legalise a rural tourism business?

Once you've created the project and completed the construction or conversion work on the building where your rural tourism business will operate, you'll need to legalise it, but how?

To to obtain a rural tourism licence, you will have to apply for "authorisation to use the space for tourism purposes" by sending a request to the town hall in the area where your business is located. The town hall, in turn, will inform Turismo de Portugal.

It should be noted that The deadline for the decision and issue of the respective licence is 10 working days. from the date of submission of the application.

If there is no need for an inspection, the deadline is reduced to 5 working days.

NoteIf the decision has not been issued within the stipulated time limits, you can inform the town hall, with information to Turismo de Portugal, that you will be opening the establishment to the public.

According to Turismo de Portugal, one of the following documents constitutes a valid opening permit (the licence):

  • Permit authorising the use of the development for tourism purposes (only for the entire development);
  • Proof that the decision to open to the public has been communicated and that the application for authorisation for tourism purposes has been duly submitted, as well as proof of payment of the fee due by means of a reverse charge.

It should be emphasised that once you have obtained and registered your business in the National Register of Tourist Enterprises (RNET), you have 10 working days to inform Turismo de Portugal that you have a valid title to open the enterprise.
